Staff responded that permit and application records (account numbers, receipt numbers) can likely be used to reconcile whether a change represents an existing account upsizing or a true new tap. Members agreed extracting that detail from existing data would be preferable to creating a separate dataset and asked staff to explore whether the existing permit fields can provide the needed net-growth metric.
