Committee flags irrigation permits mistakenly included in impact-fee tally

During the review of permit-level data, the chair pointed out that irrigation permits (IRR) had been included in the impact-fee calculations even though irrigation is not eligible for impact fees. "Any IRRs should not be in here because irrigation is not projected as part of the impact fee," Matt Keller said, and the group agreed staff will remove those entries from the report.
A staff speaker explained permit codes to help the committee distinguish residential new permits from other types: "r n e w actually means residential new," she said, and gave a recent example permit (#2508, filed Aug '25). Members agreed that excluding IRR entries and clarifying codes will improve the accuracy of growth and fee calculations.
