Navia, the vendor that administers benefits for the Public Employees Benefits Board, told PEBB employers during a webinar that "It's, gonna be $3,200 in 2025." and that "The DCAP will be $5,000 as it is every year." These figures are the planning limits employers and employees should use for the 2025 plan year.
The presenter also noted all three benefits carry a $120 minimum election and explained compatibility rules with consumer-directed health plans: "Participating in an HSA is disqualifying coverage for FSA and vice versa." Employers were urged to communicate these limits and rules during open enrollment so employees understand their pre-tax contribution options and how those interact with HSA coverage.
Employees were reminded that FSA and LPFSA funds are available on day one of coverage, while DCAP funds are available as deductions accumulate. Navia recommended that employers include the 2025 limits in any enrollment guidance and reference the Navia portal for participant-facing materials.
