Peekskill council approves local law clarifying professional review fees and escrow accounts

"Section 275-19 allows for the implementation of professional review fees," legal counsel told the council during the public hearing, explaining that the change codifies which applications and consultant reviews (engineering, traffic, environmental, legal and planning consultants) can be charged to applicants and how escrow accounts will be established and replenished. Counsel also said the law states final permits will not be issued until outstanding review fees are reimbursed.
No members of the public spoke on the issue during the hearing; the council closed the hearing and approved the local law under resolution procedures that evening. City staff said the change aligns local code with recent state guidance about fee limits.
