Commission approves Carroll Petrie $50,000 animal-services grant and $95,000 DWI discretionary award

Grants Administrator Luke Fields presented two grant awards: a $50,000 Carroll Petrie Foundation grant for emergency veterinary services and spay/neuter work administered by Torrance County Animal Services, and a discretionary DWI grant award of $95,000 from the New Mexico DFA Local Government Division to support programs addressing DWI and alcohol abuse in FY26.
"This is the agreement for the application that you approved when I first started coming to the BCC meetings," Fields said, explaining the long-standing relationship with Carroll Petrie and noting there is no match required. On the DWI award, Fields said the county requested additional funds for law-enforcement patrols and partnerships with local police departments but was awarded less than requested; programs targeting behavioral-health services were funded in the discretionary award. Commissioners approved both agreements and delegated signature authority to the County Manager where required.
