The county presented a proposed professional-services agreement with Veritas Services LLC (owner Ed Cardenas) to provide project-management services for the Estancia Mountain Water Trust (EMWT) project. The original draft capped compensation at $59,999.99 at $125 per hour; commissioners expressed concern about oversight and requested lower initial authorization and reporting requirements.
Chair Ryan Schwebach moved to approve the agreement with the not-to-exceed amount lowered to $30,000 and with a requirement that Veritas provide monthly updates to the County Manager; the motion passed on a roll-call vote. Veritas principal Ed Cardenas, who described long-term experience operating and consulting for utilities, told commissioners he did not anticipate reaching the full authorized amount. "I don't see anything even close to that," he said when asked whether the $59,999 cap would be needed. The agreement will be monitored by the County Manager, and the term is one year with an option for annual renewal up to three additional years.
