Commission approves Cedarvale Wind Farm special-use permit; company plans roughly 700 MW and late‑2026 start

The Board of County Commissioners voted to approve a special-use permit for Agua Fria Energy LLC's proposed Cedarvale Wind Farm after Planning & Zoning recommended the permit unanimously. Don Goen, P&Z Director, summarized the board recommendation and Leon Porter, the applicant's agent, described the project's scale and schedule.
"It's approximately 50,000 deeded acres, about 10,000 State trust acres, so a total of about 60,000 acres that we're looking at developing... And approximately about 700 megawatts is what's slated for right now," Porter said, adding the project could expand depending on power-purchase agreements and that developers expect to align operation timing with regional transmission projects in 2028. Commissioners asked about public concerns (visual impacts and blade disposal) and potential use of Industrial Revenue Bonds; Porter said IRB financing was the intent when appropriate. The permit was approved by roll-call vote.
