The applicant agreed to retain the existing windows unless the state required otherwise, to add a trim/color treatment to better integrate the façade with the adjacent plaza, and to prepare a written queuing plan that uses the interior vestibule and car‑paging if needed. The commission approved the application with those modifications, removed a staff suggestion to require directing patrons to downtown garages, and recorded one abstention on the final vote.
