The Parkland School District board approved a parameters resolution that authorizes general obligation bonds with a maximum aggregate principal of $35,000,000 to finance upcoming capital projects.
Scott Shear of financial adviser PFM summarized the plan for the board. "we completed a financing earlier this calendar year for 20,000,000 mainly used for the ops center, and now we're looking to do basically $28,000,000 financing for the various capital projects," he said, describing a process that would target pricing in early January and closing in late January or early February. Shear and the underwriting team explained the resolution includes maximum amounts and rates; the board’s action in this meeting authorizes staff and counsel to proceed within those parameters.
Advisors told the board they expected favorable market conditions in January—what Shear called the "January effect"—when fewer municipal deals can increase demand and lower interest rates. The presentation included estimated amortization and source‑and‑use schedules; advisors said the $35,000,000 figure is a legal cap in the resolution while the practical offering will target about $28,000,000 for construction.
After the presentation and a short opportunity for questions, the board voted by voice in favor of the parameters resolution; no opposed votes were recorded. District officials said they will finalize pricing and documentation with bond counsel and underwriter in the weeks leading up to pricing.
