Council members raised concerns about giving staff too much unilateral authority to issue RFPs without council review and suggested several safeguards: placing RFP notices on the consent agenda so council can pull items for discussion, creating an annual ad hoc RFP committee with rotating members, and aligning the schedule with actual contract end dates (city engineer, airport engineer and law enforcement contracts were discussed).
Following discussion, council voted to table the resolution and directed staff to return with edits that include a process for council visibility before issuance and alignment to actual contract cycles.
