The council unanimously adopted an updated Emergency Operations Plan (the DOPE plan) that mirrors the state's emergency-response structure and includes annexes designed for quick activation and task assignments.
Presenter Steven explained the plan uses the same EOC structure as county and state systems so outside agencies can plug in during a multi-jurisdiction response. He noted an "activation quick guide" intended for rapid startup and additional annex material to guide specific EOC roles. "The plan is not a rigid plan... it is flexible," Steven said, adding the structure is intended to be "plug and play" with county operations.
Council members praised the update — the previous plan dated from 1991 — and staff said the city will notify residents about alarm-tone changes after adoption and test the signal with the fire department in spring.
