Planning staff explained the waiver request was for an operation focused primarily on rehabilitation and release, and noted site design avoided wetlands and floodplain constraints. The applicant said the vast majority of animals handled are rehabilitated and released; a small number of animals are permanent non‑releasable residents — animals that, because of medical or stress vulnerabilities, veterinarians warn against sterilization. The applicant also said state licensing and veterinary oversight restrict and limit permanent residents.
Commissioners discussed conditioning the waiver so it applies to rehabilitative animals and asked the applicant to provide a plan for permanently housed individuals, including measures to prevent inbreeding. The board voted unanimously to grant the waiver with that condition. Planning staff said code enforcement will monitor special‑exception conditions moving forward.
