Flagler County approves $34M contract for Reach 2 beach renourishment, with state reimbursements part of funding plan

Flagler County commissioners voted unanimously Aug. 3 to award the Reach 2 beach renourishment construction contract and supporting services, approving a staff‑recommended, not‑to‑exceed construction amount of $34,000,000 and a total project budget of roughly $35,000,000. Engineering staff said the project would place approximately 1.5 million cubic yards of dredged sand along about 5.5 miles of coastline and is permitted by the U.S. Army Corps of Engineers and state agencies.
An engineering presentation described procurement (four bids received ranging roughly from $39M to $52M), a bid‑quantity adjustment clause (±20 percent), a construction window of 4–6 months starting in November, and a funding plan combining county funds, FDEP grants and FEMA reimbursements. Staff said $10 million cash is on hand for immediate work, with $20 million expected to be reimbursed on a monthly basis by FDEP and other reimbursements phased over time.
Commissioners pressed staff on interlocal agreements with Flagler Beach and Beverly Beach, easement gaps (about 13 easements and roughly 1,000 feet of project length remain unresolved), the Camptown/condemned seawall situation, and monitoring/maintenance roles. Foth Infrastructure and Environment's designer advised against skipping the Camptown stretch, saying performance depends on length without large gaps and recommending contingency field decisions for debris removal and dune continuity. The board asked for monthly cash‑flow and invoice updates and voted 5–0 to award the contract as presented.
