Residents press Flagler County for tougher animal‑cruelty enforcement and progress on new shelter donation

Tramarcie said the events included the seizure of dozens of dogs, an 8‑day‑old puppy found dead and other cruelty arrests. "It's time for decisions and action," she said, urging tougher local laws and stronger county involvement in enforcement. Several public speakers also urged follow‑up on a 10‑acre donation for a potential new shelter and pressed for a joint workshop with Palm Coast to clarify responsibilities.
Commissioners said they will hold a tentative joint workshop with the city of Palm Coast on Aug. 27 to discuss animal issues and that legal will review county ordinances on tethering, heat and water standards for animals. One commissioner asked that the sheriff or animal‑control leadership attend the workshop to explain operational options. Staff acknowledged the need to examine interlocal arrangements and to consider strengthened enforcement tools.
