Nick Lawrence noted the property is "outside, just barely of those areas" the facade program targets (gateway overlay/downtown town center) and the application was incomplete. Commissioners discussed whether the commission or town council should amend the program or whether the property owner could rezone voluntarily; staff suggested possible program changes could be reviewed with the council if the commission wants to expand eligibility. Given missing materials and the location outside the focus areas, the commission voted to table the application until it can be reviewed further and any recommended program changes can be drafted.
Staff said VPR asked for an answer within three months; the commission expects to revisit the item at the next meeting cycle after coordinating with the council and staff on potential program adjustments.
