The commission approved a renewal of the on-call professional services agreement with JTL Prime, which staff described as a continuation of the contract used in 2024.
Nick Lawrence described the arrangement as a standard on-call professional services agreement used for early-phase work and smaller technical tasks. He said the commission had previously exhausted the $30,000 NTE on the 2024 contract and recommended a new NTE of $30,000 to cover subsequent intermittent work. "So what had occurred with our 2024, we've reached the end of our $30,000 NTE on it," Lawrence said.
Commissioners discussed structure and task-order thresholds for larger work; staff noted that full-design contracts would be executed separately when a project advances beyond schematics. The motion to approve the on-call agreement passed, contingent on final review by staff and counsel.
