Councilors question policy of buying higher-trim used detective cars instead of new base models

Staff reported the purchase of two used detective vehicles — a Hyundai Sonata for about $26,500 and another used vehicle for about $27,800, for a combined cost of roughly $54,000 against an $80,000 budget line.
Councilor Mallory and others questioned the choice to buy higher-trim used models when a new base model could be obtained for a similar price and would carry longer warranty coverage. Fleet Director Mike Warren explained the department’s approach—seeking program vehicles with roughly 12,000 miles to balance depreciation and readiness — and said availability and rapid redeployment often favor used purchases. Warren estimated detective-vehicle annual mileage at about “7,000 to 10,000,” and councilors asked staff to revisit procurement parameters and the department’s preference for used versus new vehicles.
Council asked staff to schedule a follow-up review of the procurement policy for vehicle purchases so the council can consider adding parameters (e.g., trim limits, mileage thresholds, warranty expectations) before future acquisitions.
