Board adds timely staff-review language to Condition 4 of airport landfill permit
Summary
Whitman County's Board of Adjustment amended Condition 4 in CU26-004 to state required permits must be reviewed and approved by staff in a timely fashion before Planning issues the approval letter; the amendment passed unanimously April 23.
During the CU26-004 hearing, Board members and staff debated whether the County should require all supporting permits before issuing an approval letter. Rick Finch moved to add specific timing language to Condition 4; Brian Davies seconded. Finch said the proposed addition would ensure Planning acts promptly: "I move that we add to number 4, after approved by staff in a timely fashion." The motion passed unanimously.
County staff and the County Planner explained that historically stormwater, access and Environmental Health approvals were submitted and reviewed prior to Board hearings and that Condition 4 serves to ensure required permits are provided before operations may commence. After the vote, staff said the Planning Division will release the approval letter when the required permits are received and reviewed by staff, and reminded the public that an appeal period of 21 days applies from the approval letter date.
