City outlines compressed GMP and bond timeline for downtown improvement; mid‑July mobilization targeted

Public Service Director Matt Hiscock gave a detailed update on the downtown improvement project timeline, telling the committee he expects the construction manager at-risk (CMR) to deliver a GMP proposal about May 27–28 and that staff will request Council authorization June 2 with follow-up consideration June 3 so the City can meet a compressed debt-financing schedule. Hiscock explained a bond-pricing target of June 10, an official statement on June 17 and a bond-closing on June 24 are desirable so the current Auditor (Ms. Fix) can sign the financing documents before her retirement at the end of June.
Hiscock said the planned construction sequencing would start with storm-drain and low-end system work at Mills Street and South Pardee and proceed north toward Main Street, allowing the main intersection to be clear by roughly November 1 for holiday-season considerations. He emphasized that doing drainage first enables later sanitary and water connections with manageable impacts, and that the contractor has indicated willingness to perform utility work through winter to meet a 2027 project-completion objective.
