Neighboring landowner raises access and easement concerns over airport fill site

Eucon Corporation told the Whitman County Board of Adjustment that the Pullman-Moscow Airport lacks an easement for the SR 270 access shown in application maps and urged the airport to secure a recorded easement and security measures before operations begin.
During the CU26-004 hearing, Matt DeAtley of Eucon Corporation, a neighboring property owner, asked the Board to require the airport to obtain a new, recorded easement and to spell out road construction and security measures for any access over Eucon property. "The existing road access from SR 270 does not exist," DeAtley said, adding that the road the applicant referenced goes over Atlas property and that prior easements were granted to Gary Kopf for farm-equipment access, not heavy-truck landfill traffic.
DeAtley said Eucon has gated access to the nearby landfill used by Atlas and that the company has been careful to control who enters that site. He asked the Board to require specific documentation of access rights, road construction standards and security to protect Eucon's property. The applicant's representative and airport staff disputed or clarified some of those points, saying multiple potential approaches have been identified and that the applicant must obtain the necessary access permits and easements before operations. The Board and staff acknowledged the access question and confirmed the Planning Division will require documentation before issuing an approval letter.
