City Engineer Glenn Davis told the committee the 2026 Sidewalk Improvement Program materials are close to bid and that tree coordination is a gating item; he said the City expects to put the bid request out in June or July. Davis and Director Hiscock reminded council that sidewalk connectivity gaps exist and that options to expand funding (assessments, grants, phased build-outs or development agreements) will be explored during the budget process.
Council asked staff to continue investigating ODOT Safe Routes to School grants and other possibilities; Hiscock noted the department has a consultant pursuing funding opportunities and that budget sessions are an appropriate forum to weigh trade-offs among competing capital needs.
