Committee recommends transferring Parkland Acquisition (Fund 456) balance to General Fund; ordinance to be drafted

Public Service Director Matt Hiscock told the committee the Parkland Acquisition Fund (Fund 456) holds roughly "close to one-half million dollars" and that Administration obtained an independent legal opinion on allowable uses. Hiscock said the opinion offered two paths: expand Fund 456's enabling language to broaden eligible uses, or follow Ohio Revised Code procedures to transfer the fund balance to the General Fund if the original purpose has been abandoned.
The committee favored the cleaner statutory route: transfer Fund 456 to the General Fund and allow future budget actions to move the money into Fund 431 (Park Capital/Improvement) as needed. Council Member Zach Berger moved to transfer the 456 balance to the General Fund; Council Member Jon Yurchiak seconded and "All were in favor." Director Hiscock said he will work with the Law Director to draft the ordinance, which may include closing Fund 456 after transfer.
