Commission requires watershed protections, limits on exterior work for reservoir-area barn

Planning staff told the commission the barn sits within the watershed protection area and that the Cops Creek Reservoir Watershed Protection Ordinance restricts exterior work. "The only refresh they can do is on the inside because that barn is in the buffer area," staff said, noting that applicants cannot add exterior lighting, drain fields or septic systems within the protected area.
The conditions require maintenance of a natural vegetative buffer, limit development activities to those identified in the CUP/site plan, require health-department documentation for sanitation and state that noncompliance may lead to termination of the CUP after notice and an opportunity to remedy. Commissioners and the applicant discussed siting of porta-potties and mitigating actions to avoid any runoff into the reservoir.
