He told the council the downtown group is pursuing a $500,000 CDBG award to support downtown redevelopment and explained HUD’s requirements for two public hearings — one before application and one after funding during construction — and public‑notice obligations.
Jules said the project team will use workshops and inserts in utility bills to reach residents and noted some RCAC funds can be used for outreach. Councilmembers approved Resolution 167, asked staff to coordinate public-notice timing and accepted staff help to insert notices in utility bills to broaden outreach.
