Governor Maura Healey announced an executive-order commitment to raise MassHealth's primary-care spending share to 12% of total medical spending by the end of 2028.
"I'll be signing an executive order directing MassHealth to increase investments in primary care to 12% of total medical spending by the end of 20 28," Healey said, adding that stronger primary care reduces emergency visits and downstream costs.
Healey also said MassHealth currently spends about $900,000,000 on primary care and that increasing that share will improve access to primary and mental health services. She described the increase as a meaningful investment intended to keep people healthier and avert costlier treatments later.
The governor framed the change as part of a broader effort including state purchasing coordination for prescription drugs and Group Insurance Commission tools to address high hospital costs.
