Board extends Torch Solar permit deadlines and accepts amended payment schedule

The Amelia County Board of Supervisors approved a resolution to extend permit deadlines for the Torch Solar project and to amend the facility siting agreement to update payment terms.
County staff explained the General Assembly had extended permit deadlines to July 2025 and the proposed local resolution would allow the county to further extend the project start and completion deadlines by 18 months and amend the signing agreement. The materials show the extension carries an upfront fee and the annual payment stream that begins once the project is in commercial operation is increased by 10% with a 3.25% annual escalation. “So by approving the resolution, it both extends the permit deadlines and amends the signing agreement payment provision,” staff said.
A company representative said the interconnection agreement had been issued by PJM and Dominion and that construction is expected to start by mid‑2027 with commercial operation late‑2028 or early‑2029. The board voted to approve the resolution and accompanying amendments; staff said revenues from the payment changes will be deposited into the county’s CIP.
