The Amelia County Board of Supervisors on March 1 approved a conditional rezoning from RR‑3 to R‑3 for a 79.12‑acre parcel on Robertson Road (tax map 40‑71A), allowing creation of three new residential parcels and retaining the remaining acreage as a residue parcel.
Planning staff presented the request and told the board the planning commission recommended approval by a 9–1 vote. Todd Copeland, the contract purchaser, spoke in favor and said he intended to live on the property and keep portions of the acreage intact. “I found these 79 acres. I’d like to buy them,” Copeland said during the public hearing. Staff also delivered proffers limiting the project to a maximum of three newly created residential parcels and prohibiting further subdivision of those parcels except for family‑division exceptions under Amelia County ordinance section 3‑14‑6.5.
Board members pressed staff and the applicant on family‑division implications and precedent concerns, with one supervisor saying the county recently tightened family‑division rules because of past abuse. Planning staff responded that the parcel lies in a designated development area, is adjacent to existing subdivisions with similar lot sizes, and that staff’s consistency finding was based on surrounding zoning and the county’s comprehensive‑plan designation.
After discussion, a supervisor moved to approve the conditional rezoning and to accept the submitted proffers. The motion carried on a voice vote. The board record notes the planning commission and staff recommended approval and the conditions are intended to limit immediate further subdivision of the property.
