Board told personnel reductions would be routed through HR in March

During the budget presentation Amanda Phillips explained timing for personnel actions tied to the reduction plan.
"The, personnel reductions would come through, HR in March," Phillips said when trustees asked whether cuts would come before the board. She described a two-step approach: implement an initial $4 million of reductions in 2025-26 and then evaluate whether additional reductions are needed at closeout for 2026-27.
Trustees pressed staff on whether there would be advance notices and asked staff to return with more detailed staffing implications, alternatives and potential mitigations. No formal personnel actions were taken at the workshop; Phillips said specific items will be processed through HR and brought back to the board in the appropriate public agenda.
