Amanda Phillips explained the district's enrollment trend and how ADA funding mechanics can make funded ADA exceed current onsite enrollment in a declining district.
"So I'm always doing those images. Shows you are declining enrollment over time," Phillips said as she reviewed charts showing the district's ADA and prior years' averages. She noted COVID-era ADA relief and the three-year averaging that affects funding in a declining enrollment context.
Trustees asked whether the district could accommodate growth. One trustee observed that comprehensive sites historically hosted 2,200 to 2,300 students and suggested the district's capacity could have been near 9,000 in prior configurations. Phillips said the Facilities Master Plan will include a utilization study to inventory classrooms and types and provide a precise capacity and utilization report.
Trustees requested follow-up data on class-size distributions and the district's actual P-2 attendance counts so the board can see funded ADA versus who showed up in each year.
