The Harvey County Commission agreed on June 3 to provide up to half the design cost for both phases of the East 1st Street improvement project, with the county’s share capped at $250,000. Commissioner Terry Scott moved for the split-cost arrangement and Don Schroeder seconded; the motion passed 2-1, with Commissioner Becky Reimer opposed.
Shannon Kingsley clarified that a previously committed $125,000 for Hillsboro Industries-related improvements would not be applied to the new design funding because those improvements are already underway. Commissioner Scott said she could support increasing the county contribution if payments could be made in the next budget/calendar year; Commissioner Reimer maintained the previously committed $100,000 level was appropriate and should not be increased.
