Advisory board says Lear Theatre funding moved off its agenda, members call decision —disappointing'

Members of the Reno Redevelopment Advisory Board voiced frustration after the redevelopment agency (RDA) moved funding and consultant items for the Lear Theatre directly to the RDA board without returning them to the advisory board for recommendation.
"From my perspective, first, somewhat disappointing that there was either misinformation or a mistaken belief as to why those items should not come before the board," a member said, adding that volunteers spend time preparing and expect their expertise to be considered. That member said the board's role had been presented to them as a deep-dive advisory body and that removing agenda items undermines the board's work.
Staff said the Lear items had not been before the advisory board as action items and that, based on direction from the RDA on July 29, the items would proceed to the RDA board. An assistant city manager clarified that the advisory board had discussed the Lear Theatre previously only within the capital improvements planning process, not as separate action items to which the advisory board would formally respond.
Board members pushed back, saying council comments had suggested the advisory board "stay in their own lane." One member recommended a joint workshop so the two boards could better understand each other's roles. The chair said the board would relay members' feedback to the mayor and follow up on next steps.
