Staff outlines new discretionary block grant, equity multiplier and arts funding changes

Amanda Phillips described several programmatic elements in the governor's 2025-26 proposal that would affect district program choices.
She said the discretionary "support and professional development" block grant could amount to about $323 per student based on prior-year ADA and district calculations, and that districts could use it for CTE, recruiting and retaining teachers, professional development or the new life framework. "At this point, it's remaining completely discretionary," Phillips said, and she noted the funds must be spent by June 2029.
Phillips also highlighted an equity multiplier targeted to schools with higher "non-stability" rates (defined in the presentation as the percentage of students who did not complete a full year of learning) and continued funding for arts and music, which she estimated would be about $115,000 less overall for the district compared with a prior reference amount.
Trustees asked for clarifications on eligibility and per-site allocations; Phillips said equity and allocation details and the final COLA calculation would be provided as staff follows up.
