Parents network urges clearer levy education; warns income-tax plan could be regressive

Christian Davis, founder of the Cincinnati Parent Empowerment Network, told the board he was relaying feedback from parents in his network and urged more community education before the board finalizes a funding proposal. He said parents raised concerns about whether an income tax or a property tax would be less regressive and asked the board to provide clear information on how different tax methods would affect families.
"We have 25 no. 27,000 families in our network," Davis said, adding that parents worry landlords could shift property-tax increases onto renters and that working teens might be affected by certain tax approaches. He urged the district to create meaningful ways for parents to engage and learn about any levy proposal before it is placed on the ballot.
