EUHSD reports mixed LCAP results; district out of state assistance after multiyear improvement

Dr. Martine Casas presented the district's Local Control Accountability Plan (LCAP) metrics for the prior school year and described a mix of progress and remaining gaps. She told trustees the district exceeded its 9th-grade ELA goal, with a 3.1 percentage‑point increase, and that A–G completion rose 4.6 points; AP exam pass rates improved by 4.7 points even as AP course enrollment fell by 0.6 points.
"Our goal was to increase 9th grade students passing ELA by 2% and we met that. It actually increased by 3.1," Casas said. She highlighted the district's unduplicated student groups used for targeting LCAP actions: English learners 22.4%, economically disadvantaged students 82.3% and foster youth 0.3%.
Casas cautioned that subgroup outcomes affected the California dashboard rating: although ELL reclassification rose by 1.1 points, long‑term English learners (LTELs) did not improve enough, which contributed to a lower dashboard rating in that area. She also noted the 4‑year adjusted cohort graduation rate fell 0.1 points (the dashboard classifies that as no change) and explained cohort accounting limitations that can understate progress.
Trustees pressed for details on what practices drove gains — Casas credited targeted supports, expanded credit recovery, MTSS attendance interventions and funding of AP exam fees through LCAP. She said the district has exited differentiated assistance after years in program improvement, but emphasized continued work on ELL reclassification, math performance and AP course enrollment.
The board did not take action on LCAP at the meeting; Casas said further discussion and monthly LCAP items will continue through the spring cycle.
