Piedmont to offer preapproved ADU plans; staff to post plans and adopt 30-day review for those permits

Staff described a new preapproved-plan pathway under AB 1332 that will let architects and ADU builders submit detached-ADU plans for preapproval and posting on the city website. When homeowners pick a preapproved plan, staff said the city reviews site-specific factors and must decide within 30 days.
"When the applicant selects a preapproved plan, city staff will review site specific factors for the property in relation to the chosen plans ... and within 30 days make a decision," Associate Planner Gopika Nair said. She noted the city will post a preapplication form for designers to submit proposed plans and that concurrent review is possible when designers submit a homeowner's permit and also request plan preapproval.
Commissioners asked whether there is a minimum number of preapproved plans the city must offer and whether changes to a preapproved plan when fit to a site affect the 30-day timeline; staff said that site-specific adjustments may trigger standard completeness reviews and that an incomplete submittal could extend processing within the statutory review window.
