The council approved a development agreement between the City of Ontario and Diversified Pacific Development Group tied to the Empire Grove specific plan and expansion of convention-area hotels, a proposal that public commenters described as a 600-room hotel adjacent to the convention center. Public commenters expressed concern about air quality and whether the environmental impact review had been fully reviewed, saying pollutants can move across jurisdictional lines.
City Attorney reminded council and the public that the environmental impact process was noticed and reviewed and that required studies were completed as required by law. "I just want the council to remember that your environmental studies were reviewed, were duly approved as required by law," the City Attorney said. The motion passed by an electronic/voice vote with a 3–0 tally; Councilmember Macias recused herself from this item because of an identified source-of-income conflict and Mayor Pro Tem Wapner was absent.
