Russell Madavi told the council he is the landlord of a property on Hote Boulevard where, he said, a used-car business operated "for almost a year and 0.5 without a proper city business license." He said his emails to code enforcement and the deputy city manager produced no clear answers and that city staff had characterized the situation as a civil matter rather than an ordinance violation.
The City Manager acknowledged a disagreement about some facts and said the city would have the city prosecutor send a written opinion to Madavi to clarify what enforcement options and penalties exist. "What I would suggest is that we'll have the city prosecutor send him a written opinion that he can then use as he sees fit," the manager said. The exchange ended with no immediate enforcement action announced.
