Local dispensary owner proposes cannabis consumption lounge; staff says ordinance update is planned

Alan Magana, who identified himself as the owner of Owl's Depot and Emporium at 4116 Pine Street, asked the council for written direction to use an adjacent space as a cannabis consumption lounge for adults 21 and older. Magana described programming including yoga, board games and community events, and asked what permits and zoning verifications would be required.
"This lounge would operate within the existing regulations and guidelines set by the city," Magana said, and requested written approval and information on zoning, special-use or conditional-use permits and business-license steps. City Manager Reif told council the cannabis ordinance is scheduled for revision on a future agenda and that staff would speak with Magana about next steps.
Council did not take formal action on the proposal during the meeting; Reif said the ordinance revision and related land-use processes would be on a future agenda and staff would follow up with the proposer about permitting, licensing and applicable regulations.
