Bristow Hospital Authority refuses Carrus request to withdraw termination; operations slated to end Feb. 14, 2026

The Bristow Hospital Authority voted 6-0 on Oct. 27 to take no action on Carrus Lakeside Hospital’s request to withdraw a Notice of Termination, effectively leaving the termination in place and preserving a Feb. 14, 2026 final operations date Carrus announced.

Trustee Randy Witty, who moved the motion, said the issue turns on a question of commitment to carry the hospital through. "At one meeting, I asked you if you were all in, Jon, you gave your word that you would see this through," Witty said. The motion was seconded by Trustee Frank Groom and passed on a roll call vote: Church, Aye; Green, Aye; Groom, Aye; Johns, Aye; Deshazo, Aye; Witty, Aye.

The motion resolved an agenda item that asked the authority to consider Carrus’ request to withdraw a Notice of Termination tied to the Hospital Development Agreement and related construction-management agreements. The transcript records Carrus informing the board that it received a Notice of Termination dated Aug. 14, 2025 and set Feb. 14, 2026 as its final operations date; Carrus had asked the authority to withdraw that notice.

City Attorney Beth Anne Childs had advised caution, warning that reversing course could carry the risk that a third party Carrus identified as a potential operator might decline to assume operations. The authority chose not to reverse the termination and did not adopt any alternative conditions or timelines during the meeting.

The authority’s secretary signed the minutes documenting the vote. No follow-up action was authorized in the meeting minutes; the decision leaves the Notice of Termination in effect pending any future formal action by the authority.
