Solid Waste reports diversion gains, flags tipping-fee and maintenance needs

Justin Bland, Solid Waste Director, presented the 2026 Solid Waste budget and highlighted 2024 achievements including diverting 887 tons of construction and demolition (C&D) waste from the municipal solid-waste stream and diverting more than 100 tons of metal for recycling. Bland said supplemental requests seek funds for increased equipment maintenance costs and to account for expected higher tipping fees at the Reno County landfill.
Bland told the commission that fee-schedule adjustments will be presented later in the year and that capital planning for equipment replacement will continue; the 2026 draft shows a mix of operating and capital requests and interfund transfers to support facility needs.
