Karen Rothe, Director of Planning, Zoning & Environmental, presented the 2026 PZE budget and requested a $10,000 supplemental for contracted legal services, citing a growing enforcement workload and limitations with current part-time legal counsel. Rothe told commissioners the added funding would allow specialized land-use legal assistance for code enforcement, violation abatement, and potential Unified Development Code updates.
Rothe reviewed 2024 activity: 107 building permits (20 single-family dwellings), 21 sewer permits, 53 well permits, 38 mortgage inspections and about 42 violation letters sent for floodplain, salvage and permit-related violations. She said violations that have lingered for several years need stronger legal tools; the PZE budget proposes the legal-services line be recurring to support enforcement and code updates.
