Trustees pressed staff on specific line items and year-to-year comparisons, and staff clarified that restricted grants often include carryover and that some expenditures shown in the LCAP cover programs beyond the core LCAP dollars. The presentation flagged roughly $143,000,000 in combined expenditures versus about $99,000,000 in LCAP-budgeted expenditures, and staff emphasized they focus on the unrestricted budget because it is the side where district policy choices have the most direct effect.
