Harvey County hears 2026 appropriation requests from CDDO, EDC and local nonprofits during budget hearings

Key requests and figures presented: the Harvey-Marion County Community Developmental Disability Organization (CDDO) requested $114,750 — the same amount as the prior year — and reported serving 274 Harvey County residents with 146 persons on a waiting list. The Harvey County Economic Development Council requested $120,750 (a 5% increase) and said reserves previously used to keep requests flat have been depleted; EDC Director Beth Shelton said GAF plans to employ about 137 people by the end of 2026 and that Newton granted a 10-year, 100% property tax abatement for the facility, with a county estimated ROI of 1.7.
Other appropriation requests included Health Ministries (requesting $10,000 and reporting that 74% of its 14,689 patients were Harvey County residents), the Harvey County Historical Society ($60,000), Heart to Heart Child Advocacy Center ($4,000) and Mid-Kansas Community Action Program ($5,000). Presenters described service volumes, staffing projections and pressures on reserves or federal funding streams. Assistant County Administrator/Finance Director Shannon Kingsley reminded commissioners that department budgets were prepared with contractual and commodities equal to or below last year, with capital and supplemental requests included for review.
What’s next: The commission will continue budget hearings May 28–29 and is scheduled to review a recommended budget on June 24, with an all-day budget session set for July 2.
