The Harvey County Board of Commissioners voted unanimously May 27 to approve Conditional Use Permit CUP25-05 for Amy Ross, doing business as Black Kettle Retrievers, to operate a dog kennel and daycare at 14218 W. 1st St. The board concurrently adopted Resolution 2025-15, formalizing the Planning Commission’s unanimous recommendation and the conditions attached to approval.
Planning Director Karen Rothe told the board the kennel has historically housed a limited number of dogs — roughly 10–13 maximum including training dogs and one to two litters per year — and that state licensing would be required if licensing thresholds are met. County staff recommended three conditions: (1) proof of state licensing if the number of dogs or litters reaches levels requiring state oversight; (2) healthy management of feces, including special floodplain precautions where composting occurs; and (3) continued compliance with county codes and all required permits. Commissioner Becky Reimer moved to approve the CUP and adopt the resolution; Terry Scott seconded the motion and it passed unanimously.
The permit allows the business to operate under the conditions set by the Planning Commission and county resolution; noncompliance with those conditions could trigger review, amendment or revocation of the CUP per County code.
