ACPS presents $26.5M proposed budget, flags state funding shift and staffing costs

The presenter said the largest budget increases are tied to salary supplements and rising health insurance costs, and noted a recently issued renewal reduced projected insurance premium growth from about 16.6% to 14.4%. He also described a new safety coordinator position with an estimated local cost of $40,000 (about 60% of the position will be supported by DCJS funds). On program savings, the presenter said the division removed two long-vacant positions and budgets many personnel lines at 98% of projected salary costs to capture typical turnover savings. Supervisors pressed on risks if turnover does not occur and on specific capital items; the presenter confirmed two standard bus replacements are budgeted at roughly $158,000 each (about $316,000 total).
Why this matters: ACPS officials said declining state funding and an increasing composite index mean the locality may need to raise its contribution to preserve services. The division urged the board to consider those pressures as it sets the county budget later in the cycle.
