Main Street Skowhegan told the Planning Board it plans to operate and maintain the Whitewater Park using its recreation budget and seasonal staff, including AmeriCorps members and a hired wave technician.
Christina Cannon said Main Street maintains an existing recreation budget and intends to absorb initial operating costs: "Our budget for that program is about a $500,000 right now," she said, and added Main Street will hire a wave technician and use AmeriCorps members to support seasonal operations. Cannon said the organization is continuing to fundraise for construction and expects to begin access-road work April 15, in-river construction July 15 and tuning the following summer, with an anticipated public opening in 2028 if fundraising is successful.
The board recorded the operations commitments as part of the approval record and asked the applicant to supply final operating procedures, vendor shop drawings and an event traffic plan for large gatherings as conditional submittal items.
