Carver recommended not leaving traps unattended overnight and said some guidance in the city's materials was ambiguous about release timing. "We ask that the males be held over 24 hours and the females 48," Carver said, citing experience and Alley Cat Alliance guidance and noting instances of post-surgical complications when animals are released too soon.
Mayor Leon and councilmembers acknowledged the concern and said the ARC (animal regulatory/commission board referenced by council) and staff handle many operational questions; the council indicated it would readdress the holding-time guidance if that is what appears in the clinic procedures. Carver provided written materials and asked the city to consider updates to the public-facing instructions.
