Council approves 23-item consent calendar after resident challenges budget transparency

The Ontario City Council unanimously approved a 23-item consent calendar following public comment raising concerns about budget transparency.
Resident Chris Robles told the council the city routinely places major spending on consent to avoid public discussion and urged the council to hold explicit budget workshops similar to neighboring cities. "We have the public has never seen in the last 2 years a budget meeting," Robles said, adding he tallied $35,000,936.619 in expenditures he believed were being allocated under the consent calendar.
Robles specifically objected to Item 22, a wastewater-related project, saying it merited public discussion rather than being bundled on consent. The council took an electronic vote after a motion and second and the consent calendar passed 5-0.
Following the vote, a council member noted that traffic and quiet-zone analyses tied to Consent Item 4 will proceed, and staff will begin those studies in the referenced areas (San Antonio, Vine, Sultana Campus and Bond View). The council did not adopt separate measures to remove items from consent during this meeting.
Mayor Leon and council members responded to Robles by pointing to the council's representative role and the city's need to carry out routine expenditures. No additional hearings or schedule changes for a standalone budget workshop were announced at the meeting.
