Staff said the funding will be delivered via consultant services (Aaron Welch Planning under ABAG/MTC contract) and support three tasks: funding and financing analysis across four development scenarios (including market‑rate and affordable housing), a transportation study with feasibility for two Moraga Avenue bus stops and AC Transit integration, and site predevelopment work including topographic mapping and a site survey of an 8‑acre study area within the larger ~22‑acre specific plan.
Staff said the grant will help prepare RFP/RFQ materials and predevelopment studies (potentially including a Phase I environmental analysis) needed to pursue development once the specific plan is adopted. City staff committed to ongoing public engagement and to presenting progress updates at planning commission and city council meetings during the life of the technical assistance program, which staff expect to complete by fall 2025.
