The Amelia County Board of Supervisors unanimously approved a resolution on March 25 amending the county’s siting agreement with Amelia County & Energy Facility LLC (TORCH), extending special‑use deadlines and updating the annual payment schedule for the solar facility.
County Attorney Jeff Gore briefed the Board on changes including permit-deadline extensions that were previously extended by the General Assembly, an inflation escalator of 3.25% on annual payments, and a 10% increase in the initial annual payment stream. County Administrator Eric S. Pollitt said the payments would continue to be deposited into the county’s capital improvement plan (CIP). A TORCH representative, Sam, reported that construction would begin in the middle of 2027.
Supervisor H. Joseph Easter moved to approve the proposed resolution amending the siting agreement and extending the special‑use permit SCP deadline; the motion passed unanimously. The resolution sets updated payment timing (lump payment in July at the start of the fiscal year) and a fee‑escalation feature the county expects to use for CIP revenue planning.
